need advice - branding and content creation agency

guys need a bit help

context:

there's this founder of a startup/company which sells hair products for curly hair people.

she has her social media management, and advertisement setup ready. Has people doing the work.

She's the one handling, strategizing all the post, social media activity etc.

Now she reached out to me, if I can handle her strategy and content creation.
things like content creation for her brand, informative skit videos, planning giveaways, branding etc

i told her i can handle the strategy part, but can't do the content creation, as i don't have the equipment or the skills (iphone/cam, editing, acting, etc)

but for this, atleast content creation won't that need inhouse team for it, + also got someone else asking for same.
she wants atleast a intern, but I'm willing to do it as freelance/agency.

she is willing to check out different solutions for it as well.

I'm thinking about hiring people(probably friends, or someone i know, for now) who can cover the content creation side.

content style - informative, skit videos, Public fun qna , etc

roles/work
- video editing
- someone to shoot
- someone who will be the main speaker
- strategy, planning (mostly me)
- writer (copywriting, video script)

so, i am confused about the business infrastructure.

considering if I turn it as a content branding agency.

won't i need to hire set of people for every client, very single time, but then won't that make the people i hire an employee for the clients business basically.
as these people who will create content, need deep knowledge about the clients buisness, can't just keep them switching.

or do i just work as a "growth operator" who helps her hire, manage, strategize her social content , etc basically a co-founder, but outsourced.

im pretty sure this type of business model exist, or perhaps even a better version of it, if there is a particular name for this type of agency/buisness model, please let me know so that i can study it's infrastructure.
