I've never heard of it, and a quick Google search turns up dozens of websites claiming that car recalls don't expire.<br />

It may be that the garage (dealership) that you take your car to can't be bothered to do the work for free, but FORD themselves should still be prepared to pay for the work for you. Normally with recall work, the garage would do the work and bill the car company instead of yourself, so they would still get paid. I'm wondering whether the garage are just taking the mickey and would like to get paid twice for the work.<br />

My hunch would be to try phoning Ford direct, ie. Ford USA and ask them if the recall is still valid, (it should be) and then ask them if you can get it done at a different garage to the one you normally use. There shouldn't be a problem. Then contact some local garages to confirm that they are happy to do the work under the recall, then take your car in.<br />
