With the knowledge you have today and with respect to today's internet situation.

What I would do?

Question why I am bothering making a language learning site selling info products.

Why the heck would I make something if I don't already have an audience in mind?

Are you helping anyone yet?

Without a product or an “audience” I’d go find a Facebook group of people you can help and start helping them.

Don’t start threads and do “content marketing” or whatever people tell you to do to “grow your authority”.

Help people, be seen to help people, build relationships one at a time.

Bonus points if the group owner invites you in to help his group members.

Free lead magnets promoted via facebook ads.

Where else does people who want to learn languages hang out? Do they listen to a certain podcast? Advertise there too.

Give them something of value free for their email.

Another way may be to find other people that currently have an email list that contains your ideal customers. Partner with them, offer something valuable to them and/or their list, give them 80-90% affiliate commissions on your products, do JV partnerships, etc.

This was an interesting Podcast I recently listened to on building an email list from scratch.

Quick edit I just posted this somewhere else too: you could also try to do interviews on Podcasts/YT channels relating to your niche and that you want and then point them back to a free lead magnet to capture email addresses (as long as the host is okay with this).

Awesome idea.

Offer people a month of free lessons, once a week, 1-2-1 on skype or something.

After a month:
1) let them continue for a premium price.
2) put out a free lesson every week they get for being on your list.
3) start developing products that help them

For a language learning site it's fairly easy. You simply put up your stuff on Youtube and advertise the fact it's more in depth or different/special whatever if you sign up to your mailing list.

Couple that with Andy's idea above and you'll start rolling.

Everything takes effort though, minimal effort will attain minimal results.
