I am having difficulty executing part of my long term plan; I have several key contacts in various parts of the world that source important high end raw materials and products that the west primarily needs but my dilemma presently is finding a buyer. Are there resources or databases and how to find a buyer for specific raw materials etc? Furthermore, how to effectively initiate a dialogue or even cold call big purchasers? There are several needs that need to be met at a better price point here in the US/Canada and western Europe; however the places that these materials and such are nations that the average person would "shy" away from;

First places that come to mind are Alibaba and Thomasnet. Don't know how iffy your source countries are, so dig deep into their TOS. Other open marketplaces you can try are: DHgate, DIYTrade, Tradeindia, GlobalMarket, EC21 and ECplaza.

These may or may not fit your needs, but at the very least browsing through them should give you ideas, possible leads and point you in the direction you want to go. Good luck!

It looks like you have knowledge about specific materials. If you can find out what processes those materials are used in and what they are used to make, you could start by finding out who makes those products and get in contact with them.

You could get a lot of info from google. For example, if one of your materials was epichlorohydrin, google takes you here:
Epichlorohydrin - Wikipedia

Searching for epoxy resin manufacturers gets you here:
Google

Once you identify suitable companies search around on LinkedIn to see if you can find anyone in the purchasing department. If you can't find someone in purchasing, see if you can find anyone else that works there - then contact them to find out who would be best to talk to in the purchasing department.

@B V Marlon has nailed it! The only thing I will add is that you might take a very focused approach. Drill down to just 3 potential customers and find out everything about them you can. After you have contacted the right people at these 3 companies several times and determined if you can help them or not, then move on to another 3. They are much more likely to work with you if you know their industry, their products and their pain points.
