Conundrum - I've got the B2B down - how to monetize B2C?

I'm in the process of creating a statewide directory website. It will include a calendar of events, a resource library, a monthly newsletter. Purposely vague, as it is a start-up with huge potential to become nationwide by state, once I get the kinks worked out.
As an aside: I'm certain my wording will be off, as I am just starting out on this Fast Lane trajectory. I have 30 years of sales and graphic design abilities and I have an amazing track record in selling to businesses.
I've got the B2B down, I think: (my potential base will be about 2,000 small businesses with the absolute positive for the larger corporations-not sure what the number is yet - to see value) This small biz number will expand exponentially as I move to other states.

I am having a super challenging time trying to determine how to get the consumer to pay. Might just be a brain cramp, but I've been hashing it over and over in my mind, and not finding the right path, I KNOW there is one!
The information on this site will add value - consumers will be able to find the right people; it will speak to both the pain point and the selfishness of the individual wanting optimum opportunities. It will reach the wanting to feel good sector, the wanting to age healthily sector, the health sector, and the problem solving sector.

Possibly a marketplace?

I don't think I want a paywall, as I think that would deter people. Though open to suggestions.

Can someone with experience help me out? Toss me some ideas?

Thanks a bunch!!

So what this site does. Have a paywall for certain exclusive content. Whatever that means for your business. Else, have free value but upsell your own books, guides, white papers, app.

For me, this is a bit too vague. Can you offer more information without disclosing what your business is? I think then we could ask the appropriate questions and make more precise suggestions.

More information... Featuring the wellness sector. I will be uploading around 2000 businesses from around the state into a business directory style site. It will be searchable by name, by area and by category. everyone will be listed free of charge with the opportunity to purchase their listings. The calendar will feature everything from workshops to courses to one-off events and activities. The resource library will explain each of the categories in a easy to understand format with links to important info.

Is that enough or do you need more information, and if so, what kind of information are you looking for?

One thing that popped into my head: Do people even use directories anymore?

If it's in the health and wellness sector, the way marketing is going is that it's becoming super personalized, and a lot of it is being sold through social media (P.S.: This is NOT a fact, it's my personal opinion. Might be flawed.)

If you don't know how to get customers to pay, what if you brainstormed at least 10 ideas, and found out ways to test your assumptions as fast as possible and with as little effort as possible?

When searching for super-specific help, for example, pricing strategies, I like to use Clarity. They have good experts there where you can pay for 15 minutes of their time and bounce off ideas.
