I just really suck at finding the clients. The parts afterwards aren't that hard for me I think. I tried form submission outreach 1-1.5 months ago as well but from around 700 guaranteed submissions by the system, no calls yet.

My plan for now is to do a self financed lead gen campaign for a certain niche (not decided yet but something high ticket) in Germany and get a revenue cut (like 10-25%) for completed jobs. Problem is just that I don't have the funds to do that until November when I get my second payslip and finally will have some money left over for business (I don't even need much to start, like 200€, but first I gotta pay back some debt unfortunately).

For October I'll need to maybe try something else, but my hands feel tied with no money and I can't bring myself to do cold outreach.
Maybe a hundred calls, max. After that amount I'm fried for a while.

I'm a bit embarrassed because I definitely could have done more, but this is basically the truth of how it went down so far.

Okay here's where you can shift things. Instead of trying to find clients, you have to make your product/service/positioning so good that they find you.

There's a big difference here. One model is to push. The other model is to pull.

You're too new to fully grasp the importance of this, but when you see it in action your mind will explode.
