I live in Canada, I find it way easier to even make small talk with strangers whenever I'm in the US. Does depend on the state though, some more than others. I was told that in terms of environment or culture, the Bay area is the best, followed by some others like Austin, NY, Chicago.
Problem with trying to test ideas early in Toronto at least, is that I find even when offering a product for free to my friends (Noah Kagan solution), there's a bit of a stigma that I'm being disengenuous and trying to make a quick buck. If you have any advise about being in the right environmnet or have moved places and found it more inspirational, I'd be happy to hear.
