No, it's not *necessary* to learn HTML, CSS, JS to build a personal website. There's lots of tools out there to help.

More importantly, what's your goal with having a personal website? Work backwards from there and figure out what to put on your personal website.

Then consider if it even needs to be you to create it.

I suggest not overcomplicating it. Your personal website can start very simple like a Linktree site (mine is at AndyBlack.net ... it's not a Linktr.ee but is similar). You could also use something like Carrd to create a simple yet decent looking single page site.
