I've never done ads for pressure washing, and it's been a long time since I've done local service. I might not be the guy you want to hire. But I've done a lot of Facebook ads over the years, and I can give some advice.
Two sets of advice: (1) if you're going to do it yourself or direct the ads, or (2) if you're going to get an agency or freelancer to take care of it for you.
Advice 1:
Who is your main target market? Who are they, what do they do, what are they like? This is the first step. I'd come up with 3-5 variations of people that could be in your target market.
The key to your success with FB ads is going to be how awesome your offer is to your target market. That combination of the right audience with the right offer is the "secret sauce". Everything else (exact audience specifications, placements, creative, copy) will come with enough testing. The wrong offer to the wrong audience, though, will never win no matter how much you test. So be willing to test different offers!
You're right that before and after is excellent. Pressure washing B+As trend on loads of social media platforms, including Instagram and Reddit (Reddit LOVES pressure washing). What you're going to want to test is a variety of different videos. Some results are more impressive than others... but some results are more relatable than others. Make sense? It's a little like we did with skincare (except B+As in the ads are not allowed when you're talking about people)
Keep tabs on conversion rates down the funnel, and always work to improve them.

Your absolute best bet for hiring out Facebook ads is to find someone who has done what you want done, or something very very similar. There are agencies that specialize in local service, and even freelancers that do so as well.
Most Facebook freelancers and agencies will waste your time and money. I've been inside agencies and I see a lot of the same inefficiencies over and over again. So here's some questions you'll want to ask:
"What clients have you had that are most like us?"
"What kind of results did you get them?"
"How long did it take to get those results? How long ago was that?"
"What do you suggest for special offers, during holidays and sales?"
"What do you test first, and how long does it take to get the results back from those tests?"
"What do your reports look like, and what metric are you guys using to gauge success?"
They should be willing to answer all of these questions. Don't ask for proof in the form of screenshots, those are easy to fake: ask if they're willing to let you speak to the client in question (it's local service, they're not your competitor!) You don't have to speak to them, just see if they're willing to at least get a testimonial from them. If you get answers that aren't satisfactory, cut and run.
