Honestly, I agree. I think if they were treated as real therapists for certain students they might have value, but they don't get any real time with any of them. And most of them are not as good as therapists you pay for at private practice.
Some of those kids definitely need help. School counselors aren't helping anybody.
In the US it's because you don't have to be a clinical psychologist to be a school counselor. The requirements are much lower. For instance, here in Missouri, school counselors only need a master's degree in a relevant field plus 300 supervised hours. To be a licensed psychologist you need an APA-approved doctoral degree (or to jump through a bunch of hoops) plus 3,500 supervised hours.
