I was a health insurance broker that sold health insurance to individuals basically as the middle man, I realized everything I was doing the person on the other line could do as well if they knew they access to the softwares I had. All I did was explain everything in simple terms, buying a health insurance really isn't as complicated as people make out to be. Theres about 5 things you need to know when buying health insurance and if you know those things then you don't need a health insurance broker.
Problem
People waist 30 mins-2 hours on the phone with health insurance brokers while picking a health insurance plan, I believe theres no need for a scheduled phone call with a broker making it a long process. The reason people buy health insurance through a broker is that they don't don't understand health insurance terminology or what they are looking at, because everything in healthcare is so complicated and not broken down correctly for the consumer. Once you know what you are looking at and understand the terminology it should take 15 minutes max from start to finish to pick a health insurance plan. I believe there is no need for the middle man. (AKA Health Insurance Brokers)
The Idea
Build a trusted website/app that shows you all health insurance options that are in your county, when you click on the plan everything should be broken down Line by Line in a way the consumer understands exactly what they are looking at/buying. If the plan fit there needs should have a easy way to purchase the plan and to setup auto pay so they don't have to think about until they have to use the plan.
If your self employed or if employer doesn't offer health insurance there really only two routes you can take to get Health Insurance .
1. Marketplace/ACA plans as in; Healthcare.gov
2. Private companies (Some are risky/scams)
Both ways have complicated systems that doesn't explain everything well for the consumer which ends up people buying a plan that doesn't actually fit them

(Example; If you have a surgery coming up or say you are prone to getting injured again and the health insurance broker doesn't know that he might not pick a health insurance plan that best fit the situation your in. In that case you would make a better decision then the broker would.)
3. think of how much combined time that is taken away from 19.2 million people a year. When that time could be spent doing something more beneficial.
