Facebook Ads: Why would cost per initiate checkout be higher than cost per purchase?

Hi all I had a simple question as above and I cannot figure it out, and can't find any information on it. From what I understand cost per purchase should cost you the most because it's the most valuable action. I had one where CPIC was $60 but CPP was $20. Any ideas? Keep in mind there was only 1 checkout initiated but 2 purchases.

Because your pixel is set up wrong or is F*cking up somehow.

In your scenario it looks like a simple double fire. Happens all the time. But check to make sure that isn't happening on every purchase.

Pixel doesn't have to be messed up - tracking on Fb is always fuzzy. Wait until you have 100 purchases and the numbers will look more accurate. It's very common for the numbers on Facebook to be off, and it's extra noticeable when you have such a small sample size.
