Cost Per Action Marketing?

Hello all! Was wondering if anyone here is familiar with Cost Per Action Marketing? I was skimming through a successful entrepreneur's Facebook Page and noticed he made a post that essentially said

3 things worth quitting your job for:

1) E-Commerce

2) Forex

3) CPA

And that got me wondering what CPA is. I tried researching the subject on google and youtube but i could only find some pretty vague information. From what I've gathered so far it seems CPA marketing is something where you don't have to have your own product or business to start? Thats probably the main thing that makes me feel like its calling my name right now (Entry). I tried searching this forum and only found one post with the phrase "cost per action" in the title. And this one post has even swayed me to look further into CPA marketing. with that being said can someone knowledgeable on the subject please answer this question?:

I can tell you from experience that a great way to learn how to fix cars is to take an Engine Performance class, an emissions class, an electrical theory class, an advanced engine performance class, and finally a diagnostics class. After learning all these classes you should be well-equipped with the knowledge to fix cars. What classes, skill sets, or specific subjects would I need to learn to be proficient at CPA marketing?
