You don't need a window cleaner if your windows are slightly dirty, but you do need a plumber or lockpicker if something went wrong and you can't help yourself.

For me, a big difference seems to be that with Luxury services like cleaning, you can schedule jobs in advance and even have recurring cleans, which means that you can organise your workers and time more effectively.
With Emergency services however you need to "wait" for someone's misfortune to happen, get called and then you can start working and earning money.
The lack of organising/scheduling may have you workers that basically get paid for doing nothing when nobody calls you, but you can also charge more because the clients are more eager to get their problem solved.
But then again, it seems like you could find other things for your workers to do in the meantime as well, maybe even completely eliminating the part about letting your workers get paid while doing nothing..?
