Can someone explain Google Local Services better?

As you can see, google shows local services listed above. They say that the companies listed above the blue line are advertisers, so then companies below the line are there for free?

Everywhere I look, all I can find about google local services is that it's 1. an ad platform and 2. allows you to be "google guaranteed". I can't find anything about getting on this list without paying for google service ads and getting "google guaranteed". Does anyone know about this?

I already have my company on "Google My Business" and we rank high on the first page, but this local services area is somewhat new and I have no clue how to get on it without going through the "google guaranteed" process and paying for leads.
