Adwords campaign help for private practice

For my Adwords campaign I keep getting messages like the following for all of my keywords: (In other words its dead in the water atm)

"
Keyword: counseling near me
Pending review
Showing ads right now?
No
There aren’t enough impressions or clicks to accurately determine this keyword’s Quality Score."

Does this mean by budget is set too low for these phrases/words that have a high bid? Am I using the wrong bidding 'system' altogether?

Not enough information to judge, really.

Here's some more questions for you:

1) How many total impressions are you getting on a keyword?
2) What's the search impression share on that keyword?
3) What are the guidelines for ads that bid on counseling type keywords? I know creepy uncle Google is pretty stringent with what they'll let people advertise - make sure counseling isn't verboten

So how was it people were able to see my ad? Does "elibigible" mean its available just not at the moment till the CPC for that word/phrase goes down and then my ad becomes active for those search terms?

No, eligible means that it's eligible to be shown when someone searches for a term that is related to your keyword.

Your ads are showing, which is indicated by the non zero impressions, and the average ad positions are fine ( 1 - 3 isn't bad )

I'd wait a few days to see how it shakes out. Then, find the ads that have > 50 impressions but very few clicks and see if you can rewrite them

Would it be wise to run a search network only? Right now you have it set to display as well.

Great, thanks for clarifying that for me. I'll just sit and be pretty.

So a low CTR with lots of impressions would indicate something's 'wrong' with the wording. Or that I'm not offering enough enticement.
