The gist of it is:
1) Start with paid search... they should be the low hanging fruit (or better than low hanging fruit since they're already falling out of the tree - www.thefastlaneforum.com/community/threads/whats-better-than-low-hanging-fruit.59020)
2) Use the Google Keyword Planner and see what searches people are doing, and what the Google estimated volumes are.
3) Load a campaign in Google. Bid low and count impressions. If you can't get any impressions of your ads, then it could be that there's no-one searching. Maybe you then have to go and shake the tree (generate demand for your product/services)? Maybe try facebook now - check out www.isfbforme.com)
4) Where-ever you are starting to get impressions of your ads, analyse where the highest volume is that could be good potential sources of traffic (visitors). Focus on specific search terms or demographics. Keep the "traffic" consistent if you can, and increase bids a bit until you start getting some clicks. What's your CTR? Are your ads resonating with who-ever's seeing them?
5) If you can get a consistent stream of visitors, then try and get them to convert into a lead or sale (signup in your case?). What's your click-to-signup-rate? What's your cost-per-signup? Can you get any visitors to take any action?
6) Take it from there...
