Well, I think Global Wealth's point was, and please correct me if I'm missing it, but I think his point was that when the majority can vote themselves the treasury and by their vote force everyone else to pay for it, there's going to be trouble.
Once fewer than half are forced to pay the bills for the total, many will stop working so hard and things slow down because nobody sees any personal gain in expending any effort whatsoever.
