[QUESTION] What does one do if the products sent by manus are not up to standard?

Let's say, you've seen the samples from the manufacturers, they look good and you're happy, they've sent you proofs and all, and you agree.

So, you proceed to order the actual quantity (e.g: 150 pieces) and pay them in full, and got the manu to ship to the fulfilment centre. You ask the fulfilment centre to do some basic inspection, and here's the kicker : they tell you some parts in each product box are missing despite you telling the manufacturer many times and reminding them.

Example : you order 150 fans from the manufacturer, and each of these fans should have 7 blades (due to your propriety fan design) and your logo should be printed on the fan base. Now the fulfilment centre inspection tells you each fan only has 4 blades and there's no logo.

What should one do in this case? Can the products all be shipped back to the manufacturer and a refund be demanded?
Assume all these takes place in the US (no Chinese manu).
