need help/scenario on a possible upselling opportunity in telemarketing

I am associated with a very large call center as a consultant and the call center just landed a huge government project. The project involves giving away food stamps, EBT cards, free cell phones etc. Basically, they get about 10,000 phone calls a day from all over the country of consumers wanting to get these free services provided by the government. The telemarketer takes all the details such as name, address, phone, DOB & SSN, enters them in the software and see if they qualify.

At this point, the telemarketer can end the call or ask the consumer about interest in any other services and either generate a hot lead or even try to sell the service.

My question is, what is the best service to offer and what businesses we should be talking to who would buy the leads? Considering, 90% of the people we speak to will have annual income below 20k.

One idea, we though of was asking each customer if they want a payday Loan, pre qualify them and sell that lead to various payday lendors.

De-regulated energy business is pretty good also, and everyone has energy... So that makes somewhat sense too...

please suggest few services/products that can be used here....

Create a customer persona. Who are these people? What do they look like? What are they interested in? etc.

Clearly, they are into handouts. Are they lazy or disabled? Are they working 3 jobs or playing video games all day?

Sure you could rape them with Payday and probably make a shit ton of money, but all you are doing perpetuating the cycle.

How about something more constructive like how to get off the F*cking nipple, build some self confidence and become a positive contributor to society.

Having worked a little with the demographic you are targeting, I believe 99% of them have absolutely 0 interest in something that would actually improve their life and just want to mooch forever, sadly.

Subprime auto finance, credit cards at ridiculous interest level, retail financing for large purchases like home improvements... you get the idea.

Like the post above mine mentions though, you will be basically taking advantage of those people. The morals are up to you.

I am a consultant with this company, once the call center is operating at full pace and is producing good results, i will be gone for good. What i suggest here has a very limit impact oppose to what makes money to these owners... They had to spend hundreds of thousands of dollars if not more to land these contracts and the whole idea i think was to have a database of millions of consumers overtime to sell other product/services.

So, if i can't suggest anything, they will find some one who can
