Life is too complex to be boiled down to the dichotomy of hard work vs luck.

I don't think there is a proper answer to this question, because I think the question is flawed. And I believe that focusing on this kind of question is indicative of a mediocre mind willing to blame external circumstances and justify their misery on something that they have no control over.

The truth is, we are all very lucky to be here.
Alive, not disabled, having internet access, being literate, understanding English etc.

Whatever cards life has dealt you, the best strategy is to take full responsibility for your life and do as much good as you can, with what you have - while you still can.

yes exalted, l'm agree entirely with you sir

On the top of my mind, I'm thinking this is the wrong question to ask. What if it boils to one side? the other? All you will have is an excuse. Say you work hard but success hasn't blown you a kiss, YET, you stop. Say success is all down to luck but your luck sucks, you stop.

The better question would be: am I willing to make it work even if my luck sucks a$$?

Then the variable becomes more controllable: YOU and what YOU do.
