I'm with Patrick on this one. My total start-up costs are at about $200 right now, most of it on books just teaching me how to do things that would of cost me 10-50 times as much to outsource. Find whatever is pushing those costs up so high and learn to do it yourself. With enough dedication, you can code a pretty nice looking website in about 50 hours (From blank text editor to fully-functional with eCommerce etc.) Let me know if you want a few recommend reads for entry level markup/programming.
