Where would I open the case? US or UK?

Bought services from a scammer and he took my money and did not deliver what I had paid for.

I am not too bothered about the money, but it is the principle and if no one stops this a55hole he will just keep doing it to others!

Any advice would be great.

I have the guy's skype, phone number, paypal and facebook!
