I am right there with you. lol I always forget..... scroll all the way down on the forums page and almost all the way down it will say New Topic. I find it kind of in a weird spot myself.

LOL I found it after I made a comment in this thread, it was on the right hand side.

I was looking for it at the top menu - going through all the links, trying to find it (coz that's where you'd expect it to be) - but I just couldn't find it. Very counter-intuitive for it to be placed on the side, towards the middle-bottom of the page. Never seen that on a forum before.

The "post thread" button is on the top of the fold on all forum pages. However it looks like it drops in a mobile or tablet view to the middle, making less visible. I'll do what I can to change that this week so it shows at the top, regardless of device.
