I don't see how this can work in NYC, especially places like Manhattan and Brooklyn.
People just go on their smart phone and order an UBER, then 2 minutes later they're in the cab. 15 minutes later, they're home.
Maybe the idea can work tho.
My main point, get creative with advertising and tell a story. Condition your target audience with scare tactics.
For example, here in NYC, our quit smoking ads do a good job at illustrating what life will be like when you make a BAD choice:
