I won't jump to conclusions about the intent of the post, but the answer to the question is simple: You make money by the salary the foundation pays you. If your foundation is distributing $50,000,000 in "aid" or "charity" per year I wouldn't think it'd be unreasonable to pay yourself a salary of $200,000 per year.
The answer isn't much different than a for-profit business: The more people you are helping, the more salary you should command.
However the issue here is the start-up phase of the foundation which I would imagine would involve a lot of unpaid time and volunteer effort on the owner's part. Might even include personal loans to fund the operation as well.
