Looking for a Programmer/Developer

So Im hoping for some help from my fellow Fastlaners, as I am in need of a good programmer that has 15+ hrs per week to devote to my startup and should be skilled in either PHP, Python, or Ruby. I have never had to seek out a programmer and beyond sites like Cofounders lab and Craigslist, do not know where to look. Im hoping to find a programmer that is willing to take sweat equity and has a lot of experience and will be committed to the project. The start-up is called Fanranker and uses an algorithm via Twitter to assess Sports Fan a score, based on the teams they "Fan" on the site.

Any help or suggestions would be greatly appreciated, as finding a good programmer has been a difficult task.
