How do I get web design clients?

I have been struggling to get web design clients for months. I live in a 3rd world country so the pay here is terrible. Created 3 websites; $30, $25 and $37 (I have only been paid $12.5 for this one).

So I started targeting other countries via cold email but have failed to get any result from it. Cold call would require a lot of money which I don't have. At this point I don't know what to do.

1) Do what you’re currently doing? Join online communities of business owners and become part of the community. Help people. Be supportive. Start building relationships and creating win-wins.

2) Maybe web developers or marketing agencies in the countries you’re targeting might look to outsource to you?

1. I am not doing anything currently. How would I help them if I don't know much about their business?
