Not all cartels are as hard as the drug cartels, there are plenty of soft cartels that you can jump right in and take a piece of the pie without risking a bullet. Food delivery apps, phone/internet providers, retailers, pretty much anything that has only a handful of market players has high chances to be a cartel. Obviously some are more expensive to enter than others.

Wherever there is a cartel or a monopoly there is opportunity because the value chain is rusty. The older the cartel, the rustier the value chain. It is natural decay when there is no real competition. It is so obvious and yet for some of these markets, the biggest barrier of entry is simply fear to go against "Goliath".
