Buying a domain that is owned by broker

So I have gone through and bought a domain before. The first showed expired and I waited for it to get listed and bought it.

There is another .com I am trying to get where godaddy.com, LLC is the registrar, but the site isn't for sale. On the website they have the broker option to " get in contact" with the owner at a minimum fee, plus commissions, plus agreed purchase cost.

Would godaddy even sell me this site? I do not want to through $70-$100 non-refundable for their own domain they will not let go of.
Are they holding it for a specific reason?

Seems I am out of luck for now. Domain isn't huge on the priority list atm, just thought if I could get it cheap I would.

They typically refund it if they can't get in touch with the owner or strike a deal.

Have you done a WHOIS lookup and see if you can reach them directly?

The whois from Google showed godaddy. Did a different search and came up with a company from Meza, AZ (awareness corp). I actually found the owners name. They are not using the domain, just holding it.
