If you are a software engineer, I would open a LinkedIn account and indicate it there. It can open up great job opportunities for you.
If you want to try to do other things too, try looking for groups of freelancers on Facebook, there is a large group of Filipinos and maybe you can get job offers there.
Plus, you can open an account in fiverr and try to build momentum there.
I know you live in a third world country, yet keep in mind that the potential you can reach is much higher than 800 a month. I wish you lots of success!

Stuck? MJ's book will help you get unstuck.

Bottom line: These books should be your top priority. I can't stress this enough. The Millionaire Fastlane changed my life and it will change yours.

Look for ways to build an asset you own. That can mean managing a service business where other people provide the services, or productizing the services and owning the product (or the software/automation/systems that make the service feel like a product). Good luck skill!

There's really no roadmap or list. Like the user said above, read and gain knowledge. You have to save yourself with action.

Rent pega from pegaxy near 14 days of the VIS claim cycle. I am doing it myself and have Pinoy helpers helping me with it.

I have leaked enough alpha. Rest is up to your own research and due diligence.
