There are several different types of VA's for this:
1) VA that claims to be able to manage a project - These come in all shapes and sizes. Most of them won't produce what you're wanting.
2) VA that is a developer - These are typically technically able to do what you want, but aren't good at figuring out a good strategy for meeting your business needs.
3) VA that is actually a software development project manager and business analyst - These will be able to listen to your business needs, design a cohesive plan for achieving them, and then manage the development project to get it done.
Guess which one is the most expensive?
