Startup needing feedback from Hiring Managers. Kind of stuck

Hey guys,
I'll cut right to the chase. Thank you in advance for any advice/feedback!
I'm co-founding a sales bootcamp and we're pre-launch. (For those of you who aren't familiar, a sales bootcamp is a bootcamp program where we recruit, train, and then place SDR's (Sales development representatives) into sales positions. Some notable sales bootcamps are Prehired, Flockjay, SV academy, and General Assembly.
My goal right now is to get as much feedback from hiring managers as I can on our idea before we start developing our website and take any major financial step forward. Here's what I've done so far:
-I hired a company to help me collect 65 survey responses from hiring managers. The survey was 10 questions and the last question was a call to action for any hiring manger who was interested in hearing more to leave their contact info (email or linkedin profile).
Of the 65 responses, 39 said that they May be or are interested in hearing more. So I consulted with a data collection specialist from Upwork and added them all on linked in, emailed those who left their email, and messaged those who have already connected. I haven't gotten anyone to respond yet or set up a meeting.
-We went to all our competitors websites and scraped their Testimony sections to create a list of hiring managers who have said they've had a good experience working with Sales Bootcamps. We have 200 names and profiles collected into a spreadsheet and I've been going and adding them all Linkedin. If they accept my connection then I go and cold message (with consultation from the data collection specialist) them to see if I set up a meeting. I haven't finished connecting with them all or messaging them but Im doing as many as I can a day. I haven't scheduled a meeting yet from those efforts. Most of the messages have gone unanswered.

I'm wondering if anyone can give me any other suggestions as to what I should do to get in front of hiring managers to pitch them our idea and get feedback. Or if you guys can weigh in on my current approach.
I'm probably going to just start dialing some of these companies to see if I can get to a hiring manager without sending a message first.
