Less misery in the slow lane?

I came across a very interesting article that details something called the two hour rule. Apparently the two hour rule is a law in America that dictates the maximum amount of work that someone is actually allowed to work. As per the site (link below):

The Two-Hour Rule is a law of American business which states that "no salaried employee, employed by a business to work in an office, may exceed two hours of actual work in any business day.

If the two hour rule is true, that means that being in the slow lane doesn't have to be miserable as we all thought it does. AND we can use the time in the slow lane to get to devise a business to get us to the fast lane.

Has anyone ever heard of the two hour rule? Is it true?
