Is university ranking an important factor?

Hey guys, I will be applying to university in the next 10 months and by next year begin my undergraduate degree. The problem is that I will be applying as an international student and plan on applying to a good uni which has a good startup culture and low tuition fees like below 20k dollars a year and an English course. On the part of my grades, they are well decent 3.5 GPA last year, my junior year now it’s quite low but I can get it back together till the next year. Sat is going well, I can surely score a 1500+ which is my strongest point. Enough of that. The problem I find is that whenever I find some good ranked uni especially in America, the fees are shocking 40k dollars and 30k without living cost. I just wanted to ask whether you need to get into a top 30-50 uni or can I go to some decent 100,201 ranked uni in Finland like Aalto , Netherlands’ some other options which I personally think would be the better return on the buck as I don’t want to graduate with 100’s of thousands of dollars in debt and my FastLane journey gets halted. So should I take this path?
