Long Story short i got the opportunity to create a website and do SEO Optimization for 200 dollars i Live in Colombia south America
So... How should I go about this? What's stepso how to start?

Plenty of information out there, and probably a lot of advice on here too. Have you had a search through relevant parts of the forum before asking?

I would not worry too much about SEO at first. If you focus on providing value to your visitors, with relevant content, the SEO will largely takes care of itself. Beware of outdated, tricky SEO techniques you may have read online. The major search engines will not be so easily fooled, and they will likely penalize your pages.

The easiest things to optimize are the metadescriptions, metatext and image backend names and descriptions. So start with that.
