How to attract businesses

Hi there

Iv got an idea that iv been playing round with for a while and am considering putting into action.
As with most start up's getting the word out there is a significant issue.
I wont go into detail about the idea, as I would like to keep it on the down low until its launched.
Its essentially a business service that will help them increase their business in the recession (as well as other markets).
What I need is help on ways of getting the info about the service out to the businesses. The service will be free or low cost (under $50 mark)
I am targetting a wide range of businesses (service and retail) from small to large.
I was thinking of trying to advertise on business forums and using google ad words.
Heres the other two hard parts. It all has to be done online, I want to reach business from 4 key countries (NZ, AU, UK, USA) and my budget is pretty tight. Under $1000.
