In general I would say try to sell before you build anything. Either pre-release sign-ups, deposits, etc.
Or 'talk to people' to actually confirm a market need for this (unless you have already done this). Who is your customer? Have they said that they need this and would be willing to pay for a solution?
See if you can find people and help them solve a problem related to this, after solving problems for people you can then turn these solutions into something scalable that can be sold.
And work on 'the offer'. How does your offer compare to what is already out there?
