I think it is a great idea. I always look todo something on the weekends but can't find shit; however there are lots of sites that promote events and stuff albeit kind of useless but they do....many of them. How you will be different from the rest of the "event" related websites?
As to who you must charge...it should be the businesses for sure. Whoever makes money will pay. Try to get at least one interested venue who'd pay you when you got your site up and running. Just find ONE paying customer before you spend a dime on it.
I'm actually on the same boat as you are, launched my site recently...after roughly a month of work....now looking for a paying customer. The best way to get your ball rolling is to talk to both sides....people who'd use your site to look for events to get a feel of this side, and also talk to a few venue owners to see if they would pay "if" such a services existed to get a feel of that side.
Recently I was in a marketing conference one of the guest speakers was saying he spoke to 500 business owner before working on his project to make sure he solved a real pain point.
