Business System Web Development Languages to learn?

Previously I was using Site Content Management Systems (Joomla) but after listening to MJ's advise and some new business venture desires I would like to learn to be able to be self efficient in custom web development. I am comfortable with HTML but am searching for the best choices to further my web skills and content creation. I am debating between ROR or PHP or both or ?? I have a Computer Science degree and am currently working as an IT manager so ease of use is less of a driver for me than finding the most effective and worthwhile languages. Any advise would be greatly appreciated!
