Budgeting?

I've never had a need for this, but now that I'm no longer living at home, this is a skill I need to master. Now.

The school system has obviously failed me miserably (I didn't even know that income tax existed, until I came upon this conclusion myself a few years ago), so I need some insight.

Anyway, when making a budget, do you include 'paying taxes' as part of your expenses? In other words, is a budget created with pretax income, or after tax income?

Any other tips are also appreciated. (such as allocation, etc)
