I am trying to understand what defines SPAM. I understand just trying to email anyone and anything is SPAM but i think its a tough question.

Lets say i have thousands of people looking for lawyers on my website, they need help....

So i pre-add thousands of lawyers into the website, copy their emails off of their website and email them saying,

We have people looking for help from lawyers, we have pre-added your profile to our website, if you click this link it will bring you to the pre-signed up registration page.

Is this SPAM? i mean technically it is targeted and you are trying to unite people to solve a problem.

Why is cold calling them any different if that tactic is viewed as spam?
