I am building a simple membership website...

All I need at this point:

1. Create an individual login for each member
2. The members enter a website where there are lists of videos (and a few pdf files) that they can easily view on a computer or mobile device.

I want to start simple.
I do not need a monthly subscription service such as Teachable, Click Funnels, etc now...just a Word Press plugin (with a one-time payment)

To serve videos...What are the best options? Vimeo?

At this point...I will manually onboard customers and charge them a one time payment via PayPal or Zelle.

So I do not need any online payment systems, landing pages, membership levels, affiliate programs, etc.
...just a login and a clean user interface to post and categorize videos and pdf files.

Any suggestions will be appreciated.

Wishlist member might do that. It's a bit clunky, but effective. Vimeo is pretty standard for serving videos like this.

That's what I was going to suggest. I've used Wishlist Member in the past for this exact purpose.

As for videos, YouTube is the most inexpensive option. You can unlist your videos so nobody can see them unless they have the link.

Vimeo is the second best option, but you'll have to pay a subscription to use their service because as soon as they realize you're selling a membership model, they'll lock your content down until you upgrade to the service level that allows you to do that.
