Small business requirements - lead generation

Hi,

I'm brainstorming some ideas as I'm looking to launch a marketing-based business to help small businesses. I've worked in lead generation for many years, focusing on large tech clients. I had the idea of starting a lead generation business for small businesses, but I've come to the realisation most small businesses don't actually need leads. Think plumbers, housing repair, roofers etc, they're all struggling to fulfill the work they have, they don't need more work.

What suggestions/ ideas to you have about how this model could work or an alternative marketing-based solution?

What are small businesses currently struggling with?
