How to Hire a Marketing Employee for Small Businesses?

I'm planning to hire a full-time, marketing employee. I'm thinking of sharing my thought process, with the hope that the thread becomes a living guide to others so we can learn from each other and everyone gets to learn from any mistakes I make.

First, I'll break it down to what tasks I expect them to do, and what that translates to in the hiring process:
- Create Meta ad copies. (Creative + computer-savvy so they can edit videos and media)
- Run Meta ad campaigns (Computer savvy. Knowledgeable about meta ads. Could buy them a course, must show aptitude to learn new skills. )
- Create engaging social media content. (Can either be creative/interesting or industry-knowledgeable, preferably both.)
- Attend trade shows. (Needs to be likeable, socially courteous)

To sum it up, I'm looking for someone creative, socially likeable, and tech-savvy. Bonus points if they have industry knowledge or Meta ad knowledge. If they have industry knowledge, a bearded, bald man with tattoos who thinks Vikings are cool would be ideal. Idk why all customers look like that, but they do. If not knowledgeable, a pretty girl. Still would take a wannabe tough-guy over a pretty girl.

Regarding pay, looks like the local market is for $20-30/hr. But my competition is pretty terrible on this front, so I don't need a top tier person, just a reasonably intelligent, hard working person. I'll list at as $20-22/hr, or whatever that equates to as a full time salary.
