Question: How do I contact business owners with my service?

I am starting a direct mail advertising business and I had a question on what is the best way to contact business owners in my area?

I live in Seattle and my goal at the end of may is to goal to have my the booklet completed. Now I tried cold calling with no success. Either the "decision maker" unavailable or he cut me off right after sensing it was a sales pitch during his busy work day.

I am offering something of great value, especially that I am giving away ad space as a "free trial" and still cold calling hasn't been working out for me.

Now I had an idea of setting up a hitlist of emails for hundreds of businesses and sending them as a bcc. But this will take me weeks or months just to set up the and it is still unreliable. And also half of restaurants here do not have websites or they just have a phone number in their "contact us"

TO MJ: You probably had to contact hundreds of limo companies all over the country when he started his lead generating business and Im wondering if you cold called everybody or went about it a different way.
