IDEA potential if subsidised but lack Chemical engineering knowledge

so I have an idea on how to reduce mussel shell waste to calcium carbonate or even slacked lime. But it seems this would take months of planning to make it work I have already got the supply ready for it which will be costing almost nothing.
how should I get it started I have some things in mind already but cannot put it to words. I have many other ideas as wel but this one seemed the easiest in this day and age of recycling.
But man this is going to cost a pretty penny but maybe if I link together with the government it might just work.
any insight would be welcome
