Php, scripts, dynamic, profiles website that accepts payment...??

OK... I can do html and basic css nothing fancy, pretty simple. That is it.

I have several fastlane ideas, and they all involve some pretty fancy webstuff. And my big problem is I don't even know how to explain what it is I want!! All my ideas rely on a USP that is in the user experience, so they do not 'clone' any existing websites (to my knowledge at least).

I have a mash up of things from different websites that put together would make my ideas work...

With that bla bla out of the way...

- I want to be able to have profiles for people (2 different sorts) I want them to be set out a specific way.

- I want a way to hook up two users so they can exchange information files, attachments, photos etc without compromising their identity.

- I want each user to be able to 'rate' each other in certain ways, and make notes (not for public, for each users private use)

- I want a way for payments to be made to my business as holdings until a user approves the payment to another user (with my biz making a % cut).

- I want a way to have kind of a deal of the day type thing with a countdown clock

- I want a way for 2 users to communicate privately through internal email system, that after a certain point (when user chooses, not randomly!!) they will be able to see each others full name and contact info.

- I want amounts to be calculated automatically (this should be a simpler one I think ) example 10 x $5 items total to pay $50 please pay now

BTW these are all bits and pieces of various ideas... So I want to know what kind of programming this is, and how I can get some price quotes for it (I know elance etc, but I dont know how to explain it all properly) And how can I receive payments by credit card as alternatives to paypal and authorize.net
