Non-Disclosure Agreements: should they be used, and when?

The start-up scene in NYC is pretty hot right now. I've met a bunch of people who are trying to start something up, but none of them want to reveal anything to me without me potentially signing a non-compete non-disclosure agreement, even though I have no intention of partnering or investing with them.

Is this necessary? I mean, I tell people about my ideas (as well as my current project), simply because I'm not really afraid of potential and existing competitors.

I want to know what the forum thinks about this. Personally, I don't see it as necessary unless you are inventing something that has yet to be patented. I just think it's silly that all these people are running around bragging about their start-ups and then saying 'Sorry, I can't tell you.'
