joomla...you have to give it back to the community?

i spoke to two different developers. One said once it is completed you have to give the templates and function back to the joomla community, so whatever you do can be replicated. Another developer told me this is not true? Does anyone know? thank you.

No, whatever you develop is yours. You can choose to contribute back to the community by allowing people to download what you create but you don't have to. Same goes for Drupal.
